Not Relevant!?
I’ve finished reading that allegedly secret insider Google document on how to rate Web sites that I posted yesterday, and I came away with a few interesting insights.
First, the most relevant (there’s that word again) insight I found was that pop-ups are not (aren’t) considered "malicious" if they can be closed without coming back. [...]

I haven’t had a chance to review this document yet, but it’s purported to be a secret document from Google entitled "Quality Rating Guidelines," by which Google minions rate your site.
I’m going to print it out and peruse it carefully in the next day or two and get back here with more analysis and information.
